Norwegian Whitepaper on Civil Protection 2021: Increased Risk of Espionage, Digital Attacks and Disinformation

The Norwegian government today presented its new whitepaper on public security as well as the revised long-term plan for the Armed Forces. “Never before has technology threatening states’ security been available for so many”, says Minister of Justice and Public Security Monica Mæland (Conservatives).
The whitepaper focuses in particular on seven issue areas:
- The Covid-19 pandemic
- Civilian-military cooperation and the overall defense
- Preventive national security
- Digital security
- Complex threats
- Prevention and readiness locally and regionally
- Prevention, readiness, and SAR services in Norway’s northern ocean areas

The whitepaper has been closely coordinated with the Ministry of Defense’s long-term plan for the defense sector. The security policy situation, civilian-military cooperation and the overall defense, complex threats, strategic communication, and national security have been key issues in this coordination process. The whitepaper also reveals selected parts of what the government has done to reinforce work on public security since the previous whitepaper on public security.
